but i was not sure where else to post it

its used to sharpen knives, its been in our garden/part of our garden in 1 form or another for about 100 years (my great grandad used to own where i live and it was a working farm, not that its intresting to anyone )

That's a grindng stone that's had a lot of use! Originally it would have been as large as the enclosure that is holding it. For those who don't know, the metal enclosure is filled with water which lubricates and cools the wheel as it turns. This one is hand operated with a crank. Many were operate with a foot treadle.
