Won't power on Lumix DMC-LS80

I have a Panasonic/Lumix DMC-LS80. It had been working fine, and I hadn't used it for a few months, with no batteries stored inside it. Suddenly it's completely dead. Not a battery issue, but some internal problem with the camera at receiving/producing power.

I'm in a foreign country, and not sure if what I'm being told at a couple of repair shops is trustworthy. I'm being told that there's a short, and that it requires a new "card" of some kind, and they're quoting me $50 or so. Does that seem reasonable?
