I saw a program on TV recently, describing a gold (I think) coin in which the pattern was cut into the metal instead of the metal being carved away from the pattern. I think this may be that coin.

Coin was my first guess, but I am going to try Ornament?

I tried inverting the image and I believe Fofa may be correct. It appears to be an ornament but the image posted here is upside down. That causes the figures to appear depressed into the surface rather than raised above the surface.
