I have something similar that holds the metal base of a hanging light fixture to the ceiling, although not so shiny bright! Mine are antique brass looking.... and then tigerwings has the right idea, too, mine look something like that on top of the lampshade, too.

Imaginit and tigerwings both are right. It's the back of a pin that flight attendants give to young passengers. Also used for tie tacs, Kiwanis pins, flag pins, etc. This pin is about 1 inch long.
