I like the background composition with the pavement, greenery and hose/horizon. And the subject is a definite winner for the challenge now that I see it's a hard plastic wheel. At first glance I thought 'that good, but he's going to get some grief over that big rubber inflated tire...' but I see now that doesn't really make sense.

Hey whats to make sense. They drive on the wrong side of the road. And the steering wheel is located in front of the passenger seat.

It looks like in this case the passenger seat is located above the wheel, in front of the driver.

That looks like one of those Pilates balls adapted to the wheelbarrow. Nice job.

Nice shot.

So does that mean the passenger has to control the gas and brake?

If your wife is the passenger, doesn't she do that anyway? It's called acoustical remote control.
Funny, those Brits. Drive on the wrong side, and show us a tire without a wheel too. We should revolt.
