The fixed gaze of a Bald Eagle. The white feathers are due to a condition called leucism. A form of partial Albinism.

She does have a look doesn't she. She was training a younger eagle to hunt and this was her perch while the youngster went out to scare up the ducks and geese. It was fun to watch. She would give quite a screech when she wanted the young eagle to return.
