this is a VERY tough lighting situation..

the best way to deal with the brights up top, would be to take two exposures..

small arperture, for a longer shutter, to blur the water..

take a shot exposing for the water (probably will be an exposure of somewhere form 1/10th of a second to 1 second..) then another one for the bright background (probably something like 1/40-1/20) and then blend them together in photoshop...

you can mask it, or erase the parts you want to show through from the one layer..

Thank you for the tips. Hopefully I'll be able to return to the gardens this year on my next trip to Dallas and try to use what you told me.
