I suspect the only place you will find anything like this is downtown Portland, Oregon. Bright colors and patterns. This object and about a dozen more similar to it are in a newly renovated, upscale neighborhood called The Pearl District.

Since there is nothing in the photo to provide scale, let me say that this object is about 20 feet high.

They are not streetlights or stop signals but there are about a dozen of them on the street for a distance of about three blocks. Each one is different but that's the artistic aspect of. I will say this, it is a camouflage job. They are hiding something but not cameras or lights.
