Yes, shutter speed is always limited when using flash, that's perfetly normal, and it will certainly not work with 1/1000, as far as I've read, I thought the S2 had a even slower limit, but as I don't remember the source, I also couldn't say I trust it much either.

What I don't like about taking pictures with a flash (even with dSLR cameras) is that the lighting calculations are not always done properly as distance to the subject is very important, so shooting some test shots with different settings can often make a huge difference.

It is a female Ruby-throated Hummingbird; only the males have the red throat.
