For those who don't know what "slow sync" is, it is a night shooting mode included in many late model cameras. It is designed for just this type of shot where you have a foreground subject you want brightly lit but you also want the background to show well. You set the shutter for the desired background exposure. When you press the shutter release, the flash fires, illuminating the foreground subject, but the shutter remains open for the desired exposure of the background. The result is both the foreground and background are properly exposed.

In case of this photo, the background of the ferris wheel is light painting but the foreground image is not.
