I have a Mark II N with with 580EX Speedlight. Its determined not to focus in low, light is there a way, I can visably check the assist beam on the flash is working correctly, (can you see the LEDs light up), and should it the beam fire as the camera tries to AF when the shutter button is half presed?

Camera is set to P mode, single shot.

You have to enable the flash's IR beam through the camera custom function!
P.Fn #15 control the flash AF focus illuminator

-> The default is off (what most users want) - How fast is your lens?
