Can you please confirm that the EOS 20D always uses ISO 400 when using built in or external flash ?
If so I guess the only way the modify the ISO is to use program P or creative modes.

The 20D uses ISO 100 when set to the portrait mode and ISO 400 when set to the sports mode. I don't know about the other settings. I think you can set the ISO to anything you want in the P mode. It's limited to 100 - 400 in the full auto mode. I may be wrong, but I think those are the limitations.
