Looks like a teleconverter, and an unbranded one at that, steer clear if I was you.

I have a Olympus TCON 1.7 that I used on my old Panasonic, which was a good bit of glass, but still gave only good results.

Normally a teleconverter would attach to the end of an existing lens to increase zoom by x1.7 (TCON 1.7 for instance) and x 2.0 for this lens. At £91 I would think its bad quality and not worth the risk.
