The Tokina 11-16 f/2.8 and its companion the 16-50 f/2.8 is practically a marriage made in heaven for cropped dSLR - All I needed was to add a Bigma 50-500 to this set-up and I got all the focal length covered for my travels.
The whole thing is so compact they all fit in a Lowepro Flipside 200
I believe there is a design collaboration between Tokina and Pentax. I have a Pentax 12-24 and a Pentax 10-17 fisheye...both wonderful lenses...very similar in Nikon/Canon mount in the Tokina brand.

My friend with the Tokina 11-16 has a Canon mount. Great pix with this combo.

I have the Sigma 10-20mm, and bought it about 3.5 years ago. Build quality is great.

It was a lot cheaper than the Canon 10-22mm, so for your criteria of cost and decent quality, I can highly recommend it.

I can use mine at 10mm being sharp corner to corner from f7.1 to f11. I don't use UWA lenses at large apertures, so for me the 'limit' of not having a f2.8 lens isn't there.
