Default Casio FH EX-25 Problem

I have the ex-25 and I generally like it, but lately its been all weird. Its my first 'real' camera that I've actually played around with and used settings on. My problem is that the shutter speed can be as low as 1/5, and the ISO up all the way but the pictures will just be almost completely black. And from what I know, thats not right...

Sometimes I can get a picture out of it indoors, in great, daytime light that is still really dark (and grainy thanks to the ISO) but you can at least see the subject a bit more.

I don't know what I'm doing wrong, someone please help.
