I took this picture, but I was a little bit disappointed with the image quality, so I decided to filter noise out and then see what I could do to improve it. I think the final effect takes a lot of advantage of the movement in the image and compensates for differently exposed areas. What do you think?

And you know, it was really too easy, I was tuning up the picture to enhance colors and to try to improve the brightness of different areas of the picture, and I played with the "local equalization" tool in PhotoPaint 12, it really gets this effect right away, I only played with the values in order to tune up the result.
