..., but I haven't been able to figure it out yet.
How do you guys get those great looking blurry borders(frames) around your photos? Do you use some kind of Gaussian Blur?
I'm using Photoshop Elements 5 and can get a basic colored border around my images, but not that border which looks like a blurred extension of the photo.

Please teach me how to get that effect.

You can use the rectangular marquee tool if you don't want an ellipse.

some of what u mean is done with a plugin filter set that canadd the effect

other ways are to use a large blurred paint brush and paint rount the image, larger the blurred brush and better the fade effect, or u can load some of the many custom brushes and stamp round the edge to give a border
