It all depends on how much editing you want to do. Picasa should be a pretty good starting place. After using it a while, you will find out if you need more. If so, take a look through some of the other topics in this forum, as there is quite a bit of discussion about the various editors, and their cost and performance.

I generally don't recommend Photoshop unless you wish to do professional graphics work, but a lot of people use it. I think a lot of the reason is because there are more classes and books for it for those who need the help. Of course, it is also sufficiently more complicated that more people need help with it.

Quite the best is a combination. For a start either ACDSee version 3.0 or IRFANVIEW. I (slightly) prefer ACDSee. I don't know what version 3.0 costs (there are several later versions, but none so easy to use as version 3.0) but should be able to buy a used one cheaply enough: IRFANVIEW is of course free. You don't need both.

The next step up is definitely Photoshop, but you certainly don't need the big expensive version in either it's current or earlier issues. By far the best one is (in my opinion) Photoshp Elements 2. That too you can buy at quite a reasonable price.

Try looking for them on eBay or a similar local site.
