Is there a free program for converting a collection of JPEG images into a single PDF file?

Open Office's Writer is able to do that. Could likely also do it with OO's Calc (spreadsheet).

I don't understand how that would work or at least work conveniently. Seems like that would involve a lot of copying and pasting. I want to be able to select a bunch of images and do a batch conversion.

Irfanview can batch process jpegs to pdf and PDF Split and Merge ( http://www.pdfsam.org/ ) can do the merging.

Note, in Irfanview, select File - batch conversion - select pdf as output format, deselect the security option (Options), then browse to the photos, select and add them, select output directory, start batch.

Then run PDF Split and Merge, select merge, select the pdfs, name the output file hit run..

I use CutePDF Writer. Great little program and fast.

When you install it you have to let it install the ghostscript files too.

Just print your photo and pick the CutePdf writer from your printer list.

i think it's hard to find a completely free image converter on the internet or the quality can not be guaranteed . i can share with the converter i am currently using . it is not expensive and can do jepg to pdf conversion that you need. and you can merge the pdf files after conversion .if you can't find a good way or find a free converter, you can have a try.
