GIMP is very powerful but it will take a long time to master and get good results. It is not yet fully 16 bits per channel.

Buy Sagelight ... on special in April for the silly price of $2. I've been using it for the past few weeks ... very easy and very powerful.

You could try Photoscape ...lots of useful tools version 3.4 is now out http://www.photoscape.org/ps/main/download.php

VirtualStudio is free and has an amazing number of sophisticated tools.

A quite extensive but very simple to use photo editor is Photo Pos Pro. It works even on Windows 7 and best of all its free. Only issue I have with this is that it does not read RAW.
