Default How to copy each pixel from a photo and replace them with the same colour?

Sorry if the title is very bad im very confused as to whether this can be done!

What I wan't to do is I have a photo that is very pixelated and I want to replace each pixel with the colour of that pixel eg. if I took the paint brush and individually painted each pixel the colour it is so then I ended up with a flat picture as if I had simply painted it.

Can this be done or am I trying to do the impossible?

Can you post a link to another image that you've seen somewhere, that is what you're trying to do with your own image?

There is a link to a very simple explanation of what Im trying to do. I have used a brush to simply paint the different colours of the car. What I wan't photoshop to do is to take each pixel and from its colours library replace that with a new pixel but a. at a higher resolution because the pixels are bigger and b. there aren't any reflections and it looks like a cartoon/

If this is what you're talking about, I did this in about 2 minutes using Adobe Photoshop Elements 6 Quick Selection Tool, Layers, and the Paint Daubs Artistic Filter.
