Default Help with changing background in PSE 8

I cannot get elemenst to change a backgrouind.
This is what I do

1.Open the photo I want to edit
2.Select the background what I want to change
3.Open a photo of a new background
4.Ctrl-C the new background ( puts it into memory )
5.Swith back to origional photo
6.Create a new Layer " layer 1 "
7.Edit Paste into the selection.

As per my book " The photoshop elements 8 book by Scott Kelly and Matt Klosowski "
It pastes the new backdrop in. DONE

It pastes the entire backdrop over the origional photo

I think I am missing something in step 7 of before step 7

Or is there another way ?

the new background LAYER needs to be under the original image. Also when you select the background to change in the original image, you need to delete it. Once the original background is deleted, the bottom layer will be visible.

I did not delete the Origional Background
