Default 4x6 cropping

i have photoshop 6 and want to crop my 4MP pics for printing out 4x6(sony dpp-sv55). if i use the fixed size crop tool in PS i have to shrink the pic down to 4" high to get all the vertical picture. does this reduce the quality or just put more pixels per inch. is there a better way to crop to 4x6? thanks, chris

Try the rectangular marquee tool and set the style to "constrained aspect ratio". Then set the width to 6 and the height to 4 (or vice versa), mark the area you want, then select "crop" under image.
