Default No flash

I took some pics without using the flash.
The pics were taken inside a hospital room.
I didn't use the flash,( I thought it might harm
the baby's eyes). Is there an easy way to fix
this in PS elements? I have tried several methods
suggested in past "posts". But the results never
turned out right. Below is an example of the pics.
Any help would be great.

A very difficult pic to get better.
If your pic is in a good quality ie. tiff og 100%jpg you have a fair chance og getting the black sides visible, without making lots of pixel visible. I would create a new layer to work on. Then I would try using the LEVELSmenu. Here you have to use the middle slider to adjust the midtones. Maybe a little adjustment with CURVESmenu and do use the SATURATIONmenu. I downloaded you photo from Pbase.com - not a good quality for editing - but after a fast editing i PHP7 I saw a man with stribes on his shirt and a lovely woman with a white shirt and blond hair on the left.
But you will get a hard time making the photo showable.

Thanks for the response.I will try your suggestion.
It seems like the more you "lighten" a photo ,you
get more noise. I have heard neatimage will take care
of this. I will try it.
