Does PhotoShop Elements have a Noise Reducer built in, or is it advised to grab NeatImage or some other piece of software?

Photoshop Elements 3 has a fairly basic, but workable,noise reduction function. You can only set the strength, preserve details and reduce color noise. Three sliders. I've not used it myself, I much prefer to use Noise Ninja 2 with plug in profiles for my A2, takes all the effort and trial and error out of the equation.
