Default i wander...

I took a photo with my 5050 and blew it up to 20"X34" image size in photoshop 7. I did extensive layering, channel and lots of other manipuletion to it, with the end result in PSD format. In the end, i saved the image as 20"X34" @ 250 dpi for a 600mb file. When i sent it to a print shop for a large print, they told me that even though the image was set at the correct size i wanted it printed, the resolution would not be any more that 63 dpi; I asked why it dropped when image resizing was not required but the guy was not vewry helpful. Can anyone tell me why this happens? i was under the impression that if you set an image at a certain size and rez, that is what should be printed.
Thanks in advance... :?:

I guess that his (big) printer can't print at 250 dpi And/Or his printer/console buffer can't swallow the 600 MB file
