Default Photoshop Precision....

...how do you do it? I've been practicing Hand Colouring, Colour Isolation, & Depth-of-Field effects but it's not very accurate. I mean, I've seen pictures with a person's hair strand isolated perfectly or the excess fibres of a sweater's edge. Is there a trick I'm missing, or is it simply a painstaking process of using a 1-pixel brush?

im also new to this but have heard mention of Corel KNock out and using PS's Extract menu option.
