If you want an image editor you don't want ACDSee. It doesn't have basic functions like layers and you can't go far with it. It is primarily a viewer and image organizer with some image manipulation functions.

Get the free Paint Shop Pro version 7 here: http://www.com-puterworks.com/Free_Downloads.htm It isn't the latest version but is a very competent image editor. There are plenty of tutorials online for PSP including beginner's tutorials.

Another older version that is free is the Serif Photo Plus: http://www.freeserifsoftware.com/sof...us/default.asp It is more simple than PSP but has true editing capability. There aren't as many tutorials available.

Either of those will give you an idea of what your editing needs are. If there are features available in newer versions you find you need they are both relatively inexpensive. Of the two, PSP is a more powerful program and Photo Plus is easier to use. If you are interested in learning image editing I would go with PSP.
