Default Need help with picture

I need help with this picture. The quality is very poor it was taken with a security camera. I don't know if it can be salvaged. I have
tried several methods in Elements to clear it up, But with no success.
Any help would be great. This is the link hope it works.

Thanks BillDrew and NHL. I thought the resolution may be to low.
I wondered if there was a trick to squeeze more quality out of this
picture. Thanks again for the help.

The folk on TV's '24' or 'CSI' would run this through a simple bit of software after which you'd be able to see the colour of the driver's eyes and (with a little VR rotation), what he can see in his rear view mirror.

I guess the rest of us will just have to wait a bit longer for the Photoshop plugin.

It's funny you mentioned that. This is a picture of a person that
stole a utility trailer from my father. The business (at the end of his
street) had the security cam that made this pic. We have a picture
of the vehicle coming in without trailer and going out with trailer.
The authorities have these pictures. So maybe they will catch them.
I was trying to clear-up the pics, to identify the truck. Hopefully,
they will have more luck.

Neat image can clean it up abit. There is alot of noise in the image. But there is just not that much tp work with.
