I have a Fuji S5000 and i've read the manual over and over and over. I'm trying to figure out how I can set my shutter speed, lock it, then go and set my aperature. I can't figure it out.. i've gone to manual and program. Is there something with digital cameras where it will not allow you to set fstop and shutter speed to your liking?

In manual mode you can set shutter speed, aperture and ISO to whatever you'd like.

Page 42 in your manual.
