Default Is going from a Sony DSC-P71 to a Canon Ixus 400 an upgrade?

Hi guys.

I'm a very new digital photographer, but the bug has bitten, and in a big way! I currently own a Sony DSC-P71 and I'm very happy with it. I have a few niggles, and one big gripe (the flash over-exposes everything, even on lower settings!), but otherwise it takes great pictures (imo).

I have an opportunity to sell this camera and buy an Ixus400 (S400). Would this be a wise upgrade? Would I be gaining better picture quality overall and a tighter macro? Picture sharpness and accurate focus are very important to me, but I'm not the most advanced user by any means!

And please note that I'm South African, so I really have very limited options, and they're all expensive! Is there any camera in the same price-range as the Ixus that would give me markedly better image quality?
