I have been asked to be the official photographer at a golf charity event in June, but for some reason the organiser has a predilection for matte rather than gloss, and also likes the photo size of - well, I'm not quite sure what it is called really. It is half A4 size, bigger than 7x5.

I use a Canon i9950 printer, and would welcome suggestions as to paper to use for this particular purpose. I have always used Canon Pro up till now, but searching the internet there doesn't seem to be a matte option in this size, or any that I can find below A4.

I've done something like this. Using a paper trimmer to cut in half 8-1/2" X 11 sheets to produce 5-1/2" X 8-1/2" sized prints. Then using my printer profile on either Epson R300, Canon i960 or Canon iP5000; I used "User Defined"(Epson) or "Custom Size"(Canon) I would set my paper dimensions to 5.50 X 8.50. Then print from my photo applications.I woundup with small border around my prints, printing from Qimage. But I would imagine you could print from most photo editing programs that allow print sizing.

You cannot print borderless on custom sized paper from printer preferences.

If you need Borderless, trim to size or, Use Qimage (found Here):

In Qimage, Print to Letter size paper in your printer preferences, and use Qimage to "Custom" size your prints Using Exact size and setting them to 8.50 X 5.50 (depending on your page orientation) This will produce a borderless print that you cut exactly in half, but you have to be accurate in your cut.

Or you can Custom size to 8.50 X 5.4910 (or reverse depending on your page orientation) which leaves a thin separation between the two prints to use as cut guide.
