Default slow 256 cards

I found interest in an eBay listing for a Lexar 256MB 4X Type 1 CF card carrying the specific warning:
"IMPORTANT!!! This card is not compatible with the Nikon CoolPix series of cameras! Please make sure your device can handle a 256MB card at a 4x speed. Some cameras can only use 256MB cards at 10x speeds or higher! "

My limited experience did not include a 256MB card rated that slow and I had never heard of the limitation mentioned for Nikons. Is this problem specific to Nikons or general to all newer cameras? Can someone who understands CF cards explain the situation and tell what camera could use this card (Minolta 7i??).
