Default Help me weed through the specs . . .

Looking for a new digital camera - currently own olympus D510 (2megapixel) and would like to upgrade. Use will be mostly for family shots. Will mostly print 4x6 & 5x7, 8x10 sometimes - would like to be able to sometimes crop and/or zoom before printing without losing too much quality. I've missed pics of the kids and/or smiles waiting for the camera to be ready on start up and in between shots.

That being said I'd like 4 megapixels, at least a 3x opt. zoom. Since I've missed some pics in the past I'd like reasonable shutter lag, start up time and shutter speed. I've been reading about the Nikon coolpix 4300, Canon A80, Canon S400 (we've previously owned an elph) etc. Looking to spend between $300 - $400 but willing to go a littler higher for the right camera.

What camera recommendations do you have? If not a camera recommendation what's good specs. for shutter lag, startup delay and shutter speed in my price range?
