You have a wide variety of cameras in that price range. The Olympus C4000 sells for under $400 on the web. You can check the prices at www.dealtime.com. The 4000 has super macro mode which will get you great closeup shots.

In addition to the C-4000, which is an excellent camera and the best for the money, you might want to check out the Nikon camera in your price range. They have excellent macros, and accessories for macros such as a ring light. The reviews at imaging-resource.com provide macro sample shots and comments.
