Default shutter speed problem+telephoto

1. I don't like shooting with flash and therefore, the majority of my pictures are blurred. Does the 4300 allow for any Shutter or Aperture Priority? If so, please tell me how. for example if i wanted to take a pic of a moving car how would i do it without using flash . Thanks
2.can anyone explain to me what a telephoto lens is ?

You can try panning your camera with the car, that way the background behind the car comes out blured while the car remais somewhat sharp (depends on shutter speed used and experience). As for a telephoto lens, it's a lens that will give you a narrower field of view of your subject, making it look like you're bringing the subject closer to you.
