Appears to be a Boeing 747-400, but what's that on the nose? And the strut under the nose?

Very interesting...

I think it's boeing E-4, a plane that is based on a boeing 747-200.

No it's not a E-4B. It's gots its new paint job but haven't gotten a shot of it yet. Had a press release a few days ago. Its the latest and greatest in the Air Force or atleast it will be.
