Default FZ1 - what should the action mode do?

I am evaluating my new FZ1 and can not figure out which parameters the action mode should change. In both a low and daylight situation, the exif information did not change for shutter speed or ISO. The FNumber did change from 5.6 to 6.5 between Normal and Action mode. Is this right?

I also have an Olyumpus UZ700 that compares well with the FZ1 in photo abilities. The shutter speed becomes faster in action mode than normal. It also shortens shutter speed in the telephoto range to minimize jitter. Should the FZ1 do this as well?
