back in the day i use to use PSP.. but now:
CS2 for most editing
Piscasa for organizing
SilkyPix 3 for development (recently b/c i bought the k100d and shooting raw like there isn't a tomorrow)

Hey where is the option for Linux on the poll?

Anyways on Windows I use Paint Shop Pro 8, the GIMP, Silkypix, and PTLens. Also a neat little program called the rasterbator occasionally, give it a google search.

On linux I use The GIMP, and UFRaw.

CS2 only now.

Tried a few others, but it is nice to have everything I need in one package.

For jpeg post processing I switch between PSP X and PSE 3, depending on what I am trying to do. For the little bit of RAW shooting I have tried, I have experimented with Silkypix beta/demo, Lightroom Beta, and PPL. I don't know that I will ever shoot a whole lot of RAW but I know that if I did I would prefer something better than PPL.
