Hi Kevin,
I can't say I've noticed noise problems with the PS Shadow/Highlights tool, perhaps that's an effect that applies with the other tools you mentioned, of which, I have no experience.
In the two examples above I set the default levels, just to illustrate the principle of bringing light into poorly lit areas
