Default Pentax W90, Problem with Bright Scenes

I find if I shoot outdoors in conditions other than the sun being directly behind me, I get a cloudy, smokey exposure, with visible light rays, not at all crisp. Is this just my camera? Anything I can do about it.

What is the ISO setting on your camera?? A numerically high and excessive ISO setting would cause the problems you describe. Also if you use Exposure Compensation, does that help??

I bought a Pentax Optio H90 cam and fall in the water by accident, now there are not problem recording videos but the pictures have horizontal lines, what I can do to fix it?
