Ok, my approach to do this:
1) open up the image in PS
2) duplicate the background twice
3) turn the background into a layer (you now have 3 layers that are the same)
4) on one of the layers, colour the subject black (I used a 30px, then 20px, then 10px, then 5px pencil. Avoid a brush as you need hard edges for this)
5) on the next layer, convert to B&W as you see fit
6) on the last layer, tweak the colours as you see fit
7) select the masked layer, use the magic wand with 0 tolerance to select the blacked-out child
8) invert selection
9) switch to the colour layer
10) hit delete (only the child remains on that layer)
11) delete the mask layer
12) place the colour child over the black/white background
13) touch up any edges
14) flatten image

Here's my take, it took me about 20 minutes. I wasn't overly careful, you'll see a few spots where 'blue' remains around fingers, or where the subject's edges are slightly black and white. The more perfect your mask is, the better the result. A touch of blur can sometimes help the colour mesh against the B&W

Edit: I feel I left the gravel in the background too light/bright, I should have spent more time on the B&W conversion before adding the subject back on top. At least this gives you an idea where my mind went in my previous post. Also, apologies for not getting back to this sooner, it's been a busy few weeks!
