Without the flash is fine but you will need some light source or different background to keep the hair from vanishing into the background as I stated before. Also depends on what flash you are using. If you are using a popup flash thats on the camera then I would try difussing it somehow. A hankercheif or coffee filter held in front of it might work. If you have a shoe mounted flash then rotate the head up and bounce the flash off the ceiling if the ceiling is low enough and a light color. If its a light colored ceiling but a different color than white be prepared to deal with color cast. If you use the custom white balance and set it while bouncing the flash then it should handle the color cast for you.
