I am looking for the best "bang for your buck" printer that can print photos (really nice quality replacement DVD covers specifically) as well as regular text for documents and such.

Is the Canon Pixma IP4000 a good choice?

Also, can anyone recommend a good webpage for scanner reviews?

i would go for the 5000. It's a better printer with the 1 pl droplet. Although it's not a true 1 pl droplet. Actually the 2pl 9900 printer is better than it in quality. Anyway the 5000 has same inks as 4000 but better print quality.
