There are tools built in to Elements which should be able to do nearly anything with light that you want to do. The shadows/highlights tool under the Enhance menu will lighten up a too dark image. If you are looking for other effects, the Lighting Effects tool under the filters menu has a lot of options. At least, these are available in version 3. Later versions should also have them available.

There are also free plugins, such as Filters Unlimited, which has more choices.

As VTphotog said, the Shadows/Highlights tool will do the job !
In fact, it replaced the Fill Flash filter, which was only available in version 2.
You get much more control over the results with it.

Enhance > Adjust Lighting > Shadows/Highlights

I've not seen anything regarding a plug in called Fill Flash.
