I have a question if someone can shed some light on this. I have a Canon I9900 and I use PS CS 2. I crop my picture to 8.5x11 , I am using 8.5x11 paper. When I go to print with preview the picture shows 8.5x11 and the size paper I select is Letter.

It still does not print to the edge of the paper it leaves a white border around the image. Sometimes it says the image is bigger than the paper do you want to continue and if I hit yes it still leaves a white border. Any shed some light to why if I crop it 8.5x11 and have 8.5x11 paper it still leaves a white border?

What printer are you using? Some printers won't print an 8.5 X 11 borderless and others won't print borderless unless you use their printing utility.

CANON I9900 and I know of the option box to print borderless but I figured since my picture is cropped to 8.5x11 and the paper is same size I wouldnt need to do it that way. Also when you do it that way Option borderless sometimes the end of the paper (print) is streaked a little. And it even warns you about that before printing.

I have to improve my reading skills – you told me in the first place what printer you are using. Sorry.

That is a nice printer. Flatten your image and save it from Photoshop as a quality 12 JPG. I promise you won't see any artifacts from a Photoshop quality 12. Then open the image in Easy-Photo Print. Make sure to not have it enhance the photo in any way. It will probably be slightly different from your CS print but it will print borderless for you if you choose letter size paper. I don't have a 9900 but I think all Canons come with Easy-Photo Print.

I have no idea why it isn't working directly from Photoshop with borderless selected for the printer. But you can get a decent print from the Canon utility.
