I'm new to qimage and I must be missing something easy on how and where to set up templates.

How do I make a template that will print two 4"x 6" prints on an letter size sheet in a slightly off centered manner. I want to end up 1" borders around each print. Prior to qimage I would cut my letter sheet in half, center pic and then trim. Now I'd like to be able to print two prints at time and trim less.

Can this be done?

Yes, you can do this by creating a custom layout. Example 9 in the help should give you a good start:
