Sometimes firmware files are identical between regions and sometimes, they're not, depending on the model. You'd probably need to download them and compare them to find out using a utility like WinDiff designed for that purpose.

were you able to change the a100's language from japanese to english?

If you look at this thread, it appears that there is a one byte difference in the header controlling the region if you compare A100 firmware, based on the last post I see from lunarHonour
