Not really. With any single use camera you have a cheap plastic lens and fixed focus. Underwater you really want flash but the flash on single use cameras is close to the lens so it lights up all the muck in the water and there is always some.

That said in shallow water with bright sunlight people do get the occasional good shot out of the disposables.

I used one at some reefs in Hawaii but the picture quality is quite poor, lots of distortion and blurriness... I'm sure there is one somewhere, but it's probably not cheap and you'd be better off with a real camera in an underwater case.
