There are many way to acheive this. If you have the RAW file then adjusting the white balance in raw id the best way. I don't think Elements lets you use the Adobe RAw convertor but if it does try auto on the white balance drop down. If this doesn't work then try adjusting the temperature and tint sliders. I don't know RAW shooter so can't suggest how to adjust the white balance using it.

If you only have the JPG then the Photoshop levels tool is quick and easy to use. For the attached I adjusted the RGB channels indiviually and the values I used are

Red 0 1.75 194

Green 33 1 255

Blue 49 1 255

I then adjusted the RGB channel to increase the contrast a little 11 .91 255

Finally I applied an unsharp mask with values 80 2.0 3
